It is a floor, not a ceiling.
The calculator only shows direct media waste, the dollars Google spent on traffic that was never going to convert. It does not count the second order cost: every month you let bad signal flow into Smart Bidding, the algorithm gets better at finding more of the wrong people. That compounds. Most accounts I clean up see another 20% to 40% lift in cost per qualified lead inside sixty days, on top of the waste that just stops the day you flip the settings.
